Christians face increasing restrictions on freedom of speech and religious expression
The Australian Christian Freedom Index (ACFI) 2025 identifies 74 Acts of Parliament passed since 2000 that restrict Christian freedoms across nine jurisdictions. Nearly half of these laws were enacted in the last five years, with the legislative audit ranking Victoria as the most restrictive and Western Australia as the least.
The report, produced by the Canberra Declaration with support from groups like the Australian Christian Lobby and FamilyVoice Australia, is based on a survey of 10,808 Christians and over 40 documented cases of discrimination. Key findings include that 92% of respondents believe it is riskier to affirm Christian beliefs publicly than five years ago, and 73% have felt pressured to conceal their faith. The index attributes these restrictions to drivers such as secular progressivism, doctrinal drift within churches, and legal asymmetry where religious freedom relies on narrow, litigable exemptions.
Key trends and violations include:
- Legislative Restrictions: Laws such as Canada’s Bill C-9 and Victoria’s anti-counselling bill criminalize or penalize expressing disagreement with issues like abortion, euthanasia, and gender identity, often under the banner of preventing “hate speech.”
- Criminalization of Witness: In the UK, street preachers are frequently stopped, questioned, or arrested under the Public Order Act, with some convictions for quoting scripture, effectively treating biblical speech as a criminal act.
- Institutional Censorship: Universities and schools are increasingly silencing conservative Christian voices, while workplaces in healthcare and education are hostile environments where believers fear professional punishment for sharing their faith.
- Cultural Shift: There is a growing trend where religious liberty is viewed as a privilege rather than a fundamental right, leading to self-censorship and the marginalization of traditional Christian doctrines in public discourse.
